Tax Rebates: Cash for clunkers (Appliances/Home Improvements)

Hi, I am hearing a lot all of a sudden about a new program subsidized by the U.S. Government that will make several thousand dollars available to households that take various steps to be more energy efficient. Can anyone shed some additional light or supply some links to credible resources for information?
